Tactical Consoles bugged?

I've been looking at my Mk XIV Vulnerability Locators, and the stats in my inventory don't match up with the stats when equipped in System Space.

I'm in the Dyson Sphere, looking at [ Beam], [ AP], [ Plasma], [ Disruptor] locators across two characters. The Critical Chance boost drops when equipped. The Damage boost is dropping as well except for the [ AP] ones.

The Mk XIV UR consoles show 1.8% in the inventory, 1.6% when equipped, and the Stats screen is showing that it's indeed adding 1.6% not 1.8%.

Is anyone else having this issue? Is this a display error?
