KM 111R runs at full throttle with choke on

I recently bought a new km111r with a string trimmer attachment. When starting with choke the engine seems to start at full throttle with the trimmer head spinning. Once I blip the throttle to open the choke the engine idles like normal without the head spinning. Is this normal?
