Revving when the clutch is depressed or partially engaged?

Hello, I have slowly noticed this when being around more people who drive stick. Usually when they are reversing, slowly rolling or even go into first they start to rev the car a few times.

is there a point to this? I mainly learned how to drive with the smokingtire, guides here and self practice. I don't remember seeing anything about revving like that
