When you step back and look at the QB position as a whole for the Steelers and the Bears. It feels like Omar may be playing the long games. Let’s start with the facts (okay some of this is speculative, but strong speculation):
1. Russ on a one year deal (almost a prove it deal).
2. Unless Kenny beats out Russ, the Steelers will not be picking up his 5th year option.
3. Bears will take a QB at 1. Probably Williams.
4. Fields trade value is diminished by the minute.
5. Steelers will not pick in top 10 (let alone 5) in next years draft.
Now what if Omar is looking at the QB situation as such. If either Russ or Kenny show out this year all is good.
And if the Bears somehow can’t or don’t trade fields and retain him this season a couple things will happen. Either he will continue to start or backup Williams. If Fields starts and plays well, either he or Williams will be available for trade next season. Most likely option is Fields is available (via trade or Free Agency) and not Williams. But regardless, if one of them plays well the other will be on the available. And will likely force the trade due to need of playing time for their career.
So all that said, likely Omar knows that if Kenny plays well no moves need made. If Russ plays well, you either pay him or move on due to age and money.
If neither Russ or Kenny are the answer (and even if Russ plays well at 36 you will may make a move). Then with all the surrounding complications with Fields 5th year option over. You can then trade or sign him on some sort of prove it deal.
In short, I think Omar is playing this situation very smoothly.
Edit: I don’t mean that Field would be Omar’s only option. But why acquire him this year when circumstances are better after this season with more questions answered. Including questions on Fields. It think that must have been part of the decision process when going with Russ over trading for Fields.
