How can I get Fallout 3 GOTY to work?

I bought Fallout 3 GOTY probably around last Christmas and I had this same issue ever since. When I start the game from steam it pulls up the pop-up menu and scans my hardware to auto-adjust my video settings. When I click play it goes to a black screen with a small window, then maybe a second later it kicks me out.
What the game does as soon as I click play and just before it kicks me out
