Steam website access denied error

so for the last couple days i have not been able to view the store, community, profile or anything its all been a black screen. i have only been able to go to my library. i of course was getting annoyed so i went to look online to see what i can do to fix it. ive tried everything they told me to do with nothing working. i have since tried to uninstall and reinstall steam but now i have an access denied issue when trying to go to the website to go redownload steam. this is also the case on my phone i am unable to view the website there either. what could the cause of this be and what can i do to fix this issue?
