Steam won't download game.

Hi, I'm helping my brother his steam is acting up and I can't seem to fix it. Trying to help him to download a new game ( Naraka BladePoint ) and his downloading just stuck on 0% or at Starting Download and won't budge or do anything. We've tried everything, uninstall steam, clear download cache, disable firewall... etc etc.
