2 person fishing trip that doesn't cost and arm and a leg.

Coming down for the Holidays from the 21st thru the 28th. Me and my brother in law are the only ones interested in fishing. Are there any companys that offer small group trips? All I'm seeing are flat rate trips which aren't economical for only 2 people. Also is beach fishing allowed on the island or is that a frowned upon thing? Any advice and recommendations appreciated!
