[Q] If I have a Gaussian distribution for time and a Gaussian distribution for distance, how can I obtain a Gaussian distribution for rate?

Do I simply divide the mean distance by mean time and divide standard deviation of distance by standard deviation of time? The goal is to construct a 95% CI around the mean rate.
