How do IDs work in Star Wars?

I know this is a pretty random and irrelevant question but it got me curious after a while. How exactly do IDs and Chaincodes and stuff like that work in Star Wars? Does everyone in the galaxy use them? Do Jedi, Bounty Hunters and Rebels have them? Does everyone automatically get them when they're born? How do they work?
