Defense Recruitment Bill question

So we're seeing a lot of the Defense Recruitment Bill in The Bad Batch, and i got a question about it:
They're supposed to pass the bill to begin training troopers instead of creating clones, but the Empire has already been doing this with TK Troopers (and the War Mantle Program), and sending them in missions though out the Galaxy. So what changes now with the bill being passed?
