State: Virginia \ Louisa County a small Rural Area

Plan: The County Government has recently laid 18 miles of Fiber. They want to bid this out to a local company. I want to bid on that Fiber, start an ISP using it as a backbone. In areas where the Fiber is not available yet, I would like create micro population wireless networks where fiber could be cost effectively brought just close enough to give near fiber speeds over wireless.

I still have a lot to figure out, The main problem with some of this, I need funding to hire people and get these costs analysis done. I am hoping you all can give me ideas to get this moving without taking high risk loans. Thanks!
