Lowering Ship XP to Level Up?

I've noticed that the amount of Ship XP it takes to upgrade my ships changes randomly. I have not figured out the pattern for this, or if there is one, but I only use Ship XP when the upgrade "price" is at its lowest. As soon as I use it, the price for the next upgrade shoots up exponentially. So I have to wait again for it to lower. Does anyone know how to force the Ship XP upgrade price to lower? Thanks.
