Anyways while doing latnium raiding today I was using my legionaire since it cloaks. Since it's a Battleship I decided to try my new crew member Billups to hopefully block some iso damage. I set up the Battleship with Pic Riker and Tal to let them do thier burning and went hunting.

Now if I understand it right Billups should have triggered below deck. He was on a Battleship and the enemy was burning. Tal was doing his thing the whole time so I'm sure about the burning status. But even with the enemy burning every round for multiple rounds each proc Billups never triggered and all the incoming iso damage was completely unmitigated.

I don't know if I'm doing something wrong, or the text how to activate Billups below deck is incorrect, or if the ability is just plain bugged.
