In my mind, Seven grew attached to One because she finally had another person like herself on Voyager, Borg. Moments like when One was helping B’Elanna with that algorithm in engineering you can see pride stir up in her eyes almost. I feel like Seven found a lot of comfort around One and when he sacrificed himself out of sheer compassion it devastated her partly because she was alone again- an ex-Borg struggling to develop her personality and reclaim her humanity. I think One would’ve been a huge facilitator of Seven’s recovery. Someone like her that she feels comfortable around, someone she can talk to and feel love for (because I really believe she was beginning to love One.)
