Is There Any Canon Or Non-Canon Source That Explains How/Why Riker Went From A Captain To A Commander?

In The Best of Both Worlds, he was promoted to Captain, and commanded the Enterprise after Picard was abducted, he even had the 4 pips.
At the end of thr episode, he turns command back over to Picard, but Riker DOES have the rank of Captain.
How did he get back to Commander? I get that he wants to stay on the Enterprise, but couldn't he continue his role as Executive Officer as a Captain?
How did he change back to Commander? Did the writers decide to ignore the promotion?
