Terraforming in the Persean Sector

So I'm fairly aware that pre-collapse Humanity was essentially in the process of Terraforming most of the Core worlds (Gilead being the first true success) if not the entire sector. And given the degradation of equipment, loss of personnel, death of those with the knowledge terraforming has essentially become an ancient magic. But can we really not hurl a couple hundred Ice asteroids into some of these desert planets/construct some solar shades? I mean we're close to being able to do that now and your telling me people with warp drives can't figure out "hmm planet not have much water. Space have hard water. Throw hard water at planet. Planet now have surplus of water. Maybe later planet not be such shithole anymore" Just seems odd the vinilla universe has decided to "just deal with it" when an obvious solution exists.
