Star Ocean Second Story R - does repeated skill use make it stronger like original?

On the original, skills gets better the more they are used. I remembered spamming Rena’s first heal skill and it got really good. Which was nice considering how fast it takes to heal with that skill.
I am wondering if the same can be done in R?
