Bounty Hunting vs Piracy in regards to looting

It occurs to me that Bounty Hunters should refrain from looting their targets - Once you have a bounty on your head you're fair game to any who would have you sure, but what is there to distinguish between those who kill for the thrill (pirates) and those who do it for the necessity of the job (bounty hunters).

Now, I'm not here to say how someone should play the game - You can be a little of one or the other, or even both for all I care; but if there is going to be any sort of distinction between the two I think this is a good place to make it. Pirates take what they want/need, beholden to no one but their captain or crew. Bounty hunters on the other hand are performing a legal duty and so should be held to a (slightly) higher legal standard.

This could be part of the bounty hunter's reputation - can you imagine running from one bounty hunter (known for killing, looting, and turning in a naked corpse for the credits) to another bounty hunter on the other side of the system with a more civil disposition?

Perhaps it's just the westerns I've been watching lately, but offering one's bounty up for protection from a bigger badder outlaw who's also after the bounty feels like a fun extra layer of interaction that would add to the emergent gameplay we all love so much.
