At the end of the day CCU's will be getting removed sooner rather than later (probably next year), I just see this as the first step of phasing them out.
The ships everyone owns will impact how the game is developed, everything from landing pad requirements to missions being generated will be getting based on what the average ownership of each ship is to ensure there is enough content come beta/launch.
Having rough numbers lets them optimise priorities and can speed up some pipelines in the short term, leaving additional items to be added in after beta/launch to fill gaps during player progression.
