Rules for bug reporting?

IMO we should require people to link relevant reports on the issue council if they are going to make a thread about a bug.

If this can't be an official rule I think we as a community could put more effort into making sure people are properly reporting bugs. IMO discussion of bugs on the subreddit are generally useless to CIG if they are not being reported.

Also, as the carrot is usually better than the stick, perhaps I/we could set up a bug leaderboard and make it part of the sidebar. I frankly could care less who has the current speed record, but I deeply respect those who spend a ton of their free time finding bugs. Maybe we could put more effort into celebrating those individuals?

Even if this gets a ton of downvotes I am still going to try to do something, as with most good things about this community it will only come to fruition if people put in the effort.
