Why I can't hand salvage an abandoned ship in open space?

Asking cause I don't know if it's a bug or not.

I decided to try ship salvaging for the first time and accepted a contract, then went to the space site around a station and when I went EVA I couldn't pull my cambio out. I was just able to pull the multi tool with the cambio attachment but wasn't able to fire anything to retrieve materials from the ship. I already know it's not worth selling the mats, but I'd like to try the salvage and collect them anyway. Is this a bug or it's not how it works hand salvaging?
