Multiplayer Steam Deck / Steam WITHOUT dedicated server

My wife and I are trying to play together with one of us on the steam deck and another through steam on the PC but can't for the life of us figure it out. Through steam she clicked on my name in her friends list and clicked "Join Game". It had her choose her character and on my screen it said she joined but we couldn't see each other and were in different locations. When I invited her to join my game the same thing happened.

When I tried going through my friends list on the steam deck and clicking Join Game it just spins for a minute then says This Broadcaster is offline when she clearly isn't.

Has anyone had success with multiplayer on this exact combination of Steam Deck to Steam without using a dedicated server (we would need to reset our router as we don't know what we made the login info)? If you just tell me how it's done Steam to Steam I promise you, the Steam Deck is NOT the exact same as Steam and there must be some missing step. Any help would be appreciated as we both LOVED Terraria and have been wanting to play this together for years but are so frustrated with all the road blocks to playing this together.
