Where do I get gear?

So I'm doing the mission dawn of a new day an during the closing conversation star specifically says that so an so has new gear for me so I can officially "look the part". The only problem is idk who the hell he had told me to go to. The only quest marker I have is to get to the promni factory. Help please :)
