Are crimes truly random, or are they only available at specific times in the game?

Are crimes truly random, or are they only available at specific times in the game?

For example, from the beginning of the game to just after the>! raft mission!<, I only got regular street crimes, that being car chase, assault, arms deal, and break in. After this mission, I only got Arson, Branding, and tanker crimes. I just did the mission where you see scorpion die, and got a few hunter crimes to spawn, but then after doing the black cat mission, I only have the flame crimes again. Is it really random or do I just miss out on being able to do these other crimes again? Do you get a way like in miles morales to manually spawn crimes like you could in that game with the fnsm app?
