So, looking at the amount of development involved with optimizing spawners, and the amount of time we've spent trying to optimize the server as much as we can, I can definitely say we cannot increase the player limit from 40 anytime soon. This sucks, but it is what it is. We're discussing getting another server, possibly generating a new map, and maybe doing improvements to the old map.

Generating a new map is a painstaking process, but we could definitely make improvements on our current build. It would also allow us to refine the spawner generation so that they aren't everywhere like they are now, along with many other improvements including a new map. At minimum we're looking at a months worth of work if we go back into development with the map, but eventually that means we'll have this server up with the old season, and the new server up with the new season.
