"Safe" Environment Hostility

I have a server setup that I'm hosting for my friends and I. However, I'm having some issues with meteor storms. I have my environment hostility set to "SAFE", but we still get meteor storms every 5 minutes or so.

To create this world, I had to start a single player game, then save the files created there, then upload them via FTP to my server hosting website. Is it possible that because I did that it's ignoring the config file they show? The config file shows this:

<EnvironmentHostility>SAFE</EnvironmentHostility>

Also, there appears to be meteors spawning INSIDE our bases. We are getting small explosions that appear to be meteor damage behind closed doors, and even behind armored walls. Has anyone seen this before?
