Is gas more mobile in protoplanetary disks?

In protoplanetary disks, planets account for less than 1% of the initial disk mass (Wright J. T. et al. (2011) PASP, 123, 412.) but planets do account for a large fraction of the heavier elements of the initial disk mass. Does this mean that the gas is more susceptible to accretion than dust? If so why is this?
