Do you want work capacity to be at or near 100% or lower? I read it as 100% means that you are at 100% utilization of worker time, so that you should increase worker count since you have too little labor. Vice versa have less than 100% worker utilization you should decrease the amount of works? Read elsewhere that you want to be as close to 100% as possible since that is optimal allocation of resources and lower numbers actually are bad, ie 60% means you are lacking 40% of production capacity?
