I am on year 7, started with humans, and I have gotten literally no immigrants yet. I've done everything I can, built every type of building I have unlocked, I'm actively trading, and I have an emissary supporting a nearby settlement. Loyalty and happiness are also at 100%, and I have a decent amount of food stored, but my population has not increased at all, and I'm slowly losing people due to hunting. I'm only at 18 population right now, 7th year. I'm right at the edge of a death spiral if I don't get more people soon.

This was my first run where I truly got to a good sustainable point. I do not physically see anything else I could be doing wrong, every person has all their needs fully satisfied and I've just been sitting here for years with nothing happening. I'm willing to cheat just to get more pops at this point, I really don't want to end this run over something this dumb, if anyone can tell me how to do that.
