Hey everyone, I’m new to the game and confused about The Fool. The rules say Rugwort can play The Fool into my city, but I don’t understand how that would go. Does he use any resources he happens to have, can he only do it if one or both of us has Fairgrounds up, or is it something else? Also, when scoring at the end, how much is The Fool worth in Rugwort’s city? Thank you to anyone who helps me end this headache.

TLDR - HOW can Rugwort play The Fool into my city, and how much is it worth in his city during scoring?
