Fair Pricing for cutting edge panels and microinverters?

I got a couple quotes through EnergySage in pursuing getting solar on my house. Of the 2 I liked one of the more local installers a lot and went further with their engineer. They are quoting a 7.29kw system which should cover ~95% of my houses energy needs which seems like a good amount to me. I was debating asking if they could oversize but with all news recently about attempts at changing net metering happening I don't want to overpay on an install and then just not be worth it later if net metering gets severely penalized.

This system is being installed with 18 REC PureAlpha 405's and 18 Enphase IQ8A's which both appear to be very new on the market. This cost of the equipment and install is $26,500 before incentives which puts the cost at $3.63/Watt which i know is on the high side but i presumed part of that was the very new equipment. I'm a fan of both brands from my research and from what i can gather the installer seems to be respected in the area (Kasselman Solar). I just wanted to see if that was reasonable in this market in the New England area.
