What if solar project fails?

My house has existing solar panels. I am going through the process of adding more, but am curious whether I get to keep NEM1 if my project fails, or falls through.

The interconnect agreement is giving me pause since it is telling me I will not be able to return to my current utility rate plan (tiered) in the future. I am not clear on whether this is on condition of project completion or signing date (e.g. today). More specifically, this is page 4 of interconnect agreement NEM2 form (PGE) for those who have signed this. It's confusing because the wording says it applies to eletric schedule nem2 customer-generators who interconnect a solar system. Since I already have a system interconnected, does that automatically apply to me right after signing?
