What exactly is the point of MPPT? Can someone help me understand?

I read on the internet a lot about MPPT but it is still not clear to me. I get that it's supposed to extract maximum power from the panel. But then what? Does it help maintain the output DC voltage constant as well? Some sources say it does, others say it doesn't. And where does this output go to? If it goes to a load, even if it's getting maximum power, if the DC output voltage that the load is receiving is variable, won't that cause problems?

Lastly, I found an MPPT simulink model on the internet as shown, it is fixing the duty cycle using P and O algorithm. And below that is the output. Can someone explain to me what exactly I am seeing here? Is the MPPT extracting maximum power and supplying it to the load? The bus voltage doesn't seem to be constant, so as I asked earlier, isn't that a problem?
