My start-up company is working on a project to create an online database to organize (fake example for anonymity) good examples of PSAs to help other people who are working on designing effective PSAs. So the idea would be we would collect good PSAs from around the web and upload them to our database, along with our company's comments on why they are good, and ideally, it would allow users (members only with a login) to comment on the materials and even upload their own materials. We would want to tag the content with possibly 10 tags to allow for multi-tag filtering and to support search. Extra points if content can be upvoted or downvoted like reddit.
But we have no programmer types - so ideally looking for software to build this type of application that is fairly intuitive.
Does anyone know of a software product we could use to do this, or does this require a custom build? If it needs a custom build, what range of budget would this require?
