Is it weird to approach someone on the street if their staring at you?

I have been walking around my uni town far too much lately to while trying to quit using drugs as a cope for loneliness and depression.
I have noticed people staring at me sometimes on the street. Some people just look and look away, but every once in a while theirs an ocasional pretty person who looks at me and stares and sometimes even smiles.
I have only 1 close friend and I'm isolated so sometimes I feel like I'm just desperate and seeing patterns in randomness. Idk.
