Fragrance help for shaving soap

Hi all, I am wanting to get into making shaving soap. I have done some research and have a recipe ready, I just need to order my ingredients to execute. The one area I cannot find much information on is scenting ingredients.

What do I need to make some scents? Are essential oils and infused oils the same thing? How much do I actually need in my soap? The calculators I have used are telling me that I require approx 15.5ml of fragrance per 500g of oil. Is this correct? The online stores for these types of ingredients are $10USD per 10ml!
