Have they messed up the Minister Mason character by having Ruth Wardell be somewhat nicer?

So in the film Minister Mason is an evil bitch and has a face for radio. She is a conniving heartless monster who is only out for herself and of course Mr. Wilford, she lectures the tailes about their ingratitude and from the start I hated her, her voice, her face, everything about her makes you angry (all in a good way of them portraying the character). Tilda Swinton does an excellent job at this but in the TV Series it seems like Ruth isn't all that evil or crooked, maybe it is still early in the series to tell but from the start you don't really hate her as much as Minister Mason, She doesn't have that face or voice or even personality and the character just doesn't come across as strong.

No spoilers but the arm scene in the film is brilliant, she is lecturing them about the shoe and ranting while the obvious is happening but at the start if episode 2 with the same scene, it just felt a bit of a letdown.

Maybe things will pick up and it will change but this is just an opinion I have so far and was curious to see if anyone else felt the same.
