Is this badly optimized on PC or is my rig an issue?

I currently just upgraded to a 13th gen cpu/mobo and have an RTX 3070 with 32gbs of ram. Now I'm not experiencing any bad stutters besides the occasional once in a blue moon one but it's for a split second. The real problem is my fps seems to drop in certain areas so far. I'm on the 3rd mission and the very beginning looking across the bridge and any movement of the camera and such feels really laggy and dropping in fps. I turned off the rtx shadow option but even still with my setup I should be pushing Ultra with very little issues. On top of this, I notice shadows, water, and any fences have this AWFUL looking shimmering effect and I have no clue what to do to get it to stop. I heard this game has pretty bad antialiasing but is there anyway to smooth this at all? I saw a suggestion playing on medium AA but it didn't change anything. I have heard shadows/water detail/draw distance all tank performance but on my current rig should it not being Ultra really effect it this much?
