Anyone having an issue completing the Festung Guernsey kill challenge?

No matter what I do or how I lure him or literally anything the target will not come out of the building to the left of the concrete mixer you sabotage to bury him in concrete for the kill challenge. If I actually get him out of the building with a lure he searches around and wherever he ends the search that's where he stays.......period. Watched this asshat for 20 minutes to see how long he would be there and yeah, didn't move a damn bit.
