Can't keep temps low enough.

I got a smoke hollow gas wood smoker and I can't get the temps below 160ish. I have the gas on low and the vents have all open. There are 2 side vents near the bottom and one at the top on the back. I tried closing the bottom ones because other posts say it's probably too much air flow but that just made it hotter, closer to 280.
