Will my Jigglypuff amiibo ever learn to Rest?

It's level 30 now and I made sure to rest it at least 5-6 times per match (4 stock match, no items, mirror match up) and all I've seen it do is miss rest when it uses it. And it uses rest only about once ever three matches.
Will it ever learn to rest?
Side note- Did not name it Hungrybox like everyone else I know who has a Jiggly amiibo.
