So I want to create custom IDs

I have a column for IDs already and some rows already have IDs in it and I want to create custom IDs for the new rows based on the business unit which contains either HR, FIN, AP or SCM and the format of the id should be OMM_HR_0001 and if the next row's business unit is AP, it should be OMM_AP_0002 I've tried formulas but I get #unparseable. Any tips?
