Lawn mower only starts without the air filter on

I have an old snapper riding mower. I just put a brand new carburetor on it, and it already had a new air filter. It started right up after installing the new carb, but died out. After playing with it I took the air filter off and it fired right up and ran great.
I've tried adjusting the air fuel mixture screw, but still couldn't get it to start with the air filter on.
I know it sounds like a dirty air filter, but it is a brand new air filer and precleaner around it.
