Working in education - It's what you look like you're doing, not what you do

I've never worked in education prior to this position, but it feels like everything I recommend or do doesn't seem to be respected or understood. It seems that I could spend my time doing whatever the school want me to do, rather than do clinically sound work, and still be seen to be doing a good job.

Is this normal? Your input would be great, especially those with a good amount of experience in schools.
