Matrix maths syntax question

I have inherited a program that does some matrix manipulations and I have a question about proper mathematical syntax as I am documenting the steps.
In one step, a matrix M is turned into a bunch of coefficients by dividing each element in it by the sum of all the elements. E.g. if the matrix had 4 elements, all 1, then each element post transformation would be 1/4 or 0.25. What's the syntax for this operation?
