sksevr not opening

when trying to boot form sksevr it gets an error saying
REL/Relocation.h(1252): required VR library file Data/SKSE/Plugins/version-1-4-15-0.csv does not exist
I've tried following videos or looking for the answer but couldn't fix it
also it says the issue is with BladeAndBlunt.dll but if i disable that mod i just get a different similar issue
