Bend the Law of Firsts Magnitude

Hi everyone,
Am I misremembering, or was the Enchanting capstone buffed to 70% magnitude instead of 55% ages ago? I just got the perk, and sure enough, it's 55% each. Was it nerfed again at some point? This essentially means your capstone perk is 10% magnitude at best, which is... pretty brokenly underpowered for one of the less useful skill trees.
