Is there a mod that is similar to the Cutting Room Floor without USSEP as a requirement?

Basically CRF without the using that actual mod and without having to use USSEP? A mod that adds in the cut towns (e.g. expanded Stone hills and that settlement near Dragonsbridge) plus cut quests (e.g. the Missing Apprentices).
Does it exist or is that content forever locked behind CRF/USSEP?
