Skyrim consuming 18GB of RAM

Should Skyrim be consuming this much RAM? I have Elysium installed with some additional population addition mods and creature mods. 1600 total. I never had consumption like this when I had my own build at 400 mods, but I thought Elysium was supposed to be optimized. Anyone have similar experiences?
